You can refer any individual to the HIPP program who can answer “yes” to all three pre-qualifying questions:

1. Is there at least one Medicaid recipient in your immediate family?
2. Does someone in your immediate family have access to health insurance or are they already enrolled in a policy?
3. Can this insurance policy cover at least one Medicaid recipient in your immediate family?
